PHN Section Award Information

The Public Health Nursing (PHN) Section of MdPHA solicits nominations for 4 nursing awards. Awards are presented at the MdPHA Annual Meetings. Selection criteria for each award are provided below. Only nominations using the PHN Section Award forms will be accepted. Nominations must be typed.

Ruth B. Freeman Award

In honor of Dr. Ruth B. Freeman, an outstanding practitioner, educator and author in public health nursing, the PHN section of MdPHA will present the Ruth B. Freeman Award to a Maryland Registered Nurse selected by his/her peers who has provided outstanding service in public health nursing.

Public health nursing is the practice of promoting and protecting the health of populations using knowledge from nursing, social and public health sciences (APHA PHN Section, March 1996).  To be considered for the Ruth B. Freeman award, candidates must exemplify a leadership role in Public Health Nursing either as a practitioner, administrator, or educator.  Selection by the PHN Section Awards Committee will be based on the following:

 1. Outstanding contributions to public health nursing practice
 2. Community activities, and
 3. Professional association activities.

Outstanding contributions must include a focus on health promotion and disease prevention.  In addition, the nominee must demonstrate creative approaches to address the health needs of the community, and/or make significant contributions in the education of public health nurses.

Ruth B. Freeman Award Application Form

M. Frances Etchberger Award

The PHN section of MdPHA presents the M. Frances Etchberger Award to a nurse who has provided outstanding service to mothers and children.  The Award is a tribute to the memory of Miss Mary Frances Etchberger, a graduate of the Maryland General Hospital School of Nursing.  She was nursing director of the Babies Milk Fund in Baltimore during the years 1911 to 1935.

The nominee must be a Maryland Registered Nurse who provides outstanding health services in the area of maternal and child health, including care to pre- and post-natal clients, family planning, and infants and children up to age 18 years.  Criteria for outstanding service should include a health promotion or disease prevention focus, a demonstrated impact on the target population, involve community partnerships, and why this service is commendable.

M. Frances Etchberger Award Application

Community/Public Health Nursing Student Award

This award recognizes outstanding contributions of a community/public health nursing student or group of students to the health of an at-risk population/community in Maryland.  Nominees must have either a baccalaureate degree in nursing or be registered in a baccalaureate or masters nursing program.  The outstanding public/community health contribution (project, activity) must be related to a course, independent study or clinical assignment (not employment or volunteer related) during the current academic year. Criteria for the outstanding contribution must include the following:  a focus on health promotion or disease prevention, target a population at-risk, be sustainable, have been evaluated (outcomes identified), and why activity/project is worthy of commendation.

Community/Public Health Nursing Student Award Application

Special Recognition Award: Parish Nursing

The PHN Section will present this special award to a parish nurse who has demonstrated outstanding service in this emerging area of specialized nursing practice.  The parish nurse is a licensed registered nurse who has expanded her practice to incorporate public health nursing within a spiritual framework.  Parish Nursing utilizes a holistic health promotion, disease prevention, and healing nursing model.   As a member of a ministerial team with the faith community, the parish nurse functions primarily as a health educator, personal counselor, and an advocate and referral source for individuals, families, and congregations. A parish nurse may be a volunteer or salaried and may be based in the community or in a medical center that functions as the hub of the parish network.  To be considered for this award, the nominee must be a Registered Nurse in Maryland and have completed an advanced education certificate course in parish nursing with C.E.U.s awarded by Maryland Nurses Association/American Nurses Association or granted by an accredited college or university. Criteria for outstanding achievements must include the following areas: a holistic health educator, a personal health counselor, and an advocate and referral source for individuals, families, and congregations.
